BRUSSELS — European ministers worked over the weekend on a financial rescue plan for Ireland, as pressure mounted on Dublin to seek a bailout to prevent the markets from spreading turbulence to other European countries, officials said on Sunday. Dublin is hoping to reassure markets that it can avoid a bailout by winning formal European Union approval for its bailout of Anglo Irish Banks. The Irish government continued to insist that it did not need a bailout, arguing that it could present a credible austerity budget next month that would satisfy investors, and that it had enough money to finance its operations through early next year. But analysts and investors, as well as some European officials, say the government’s plan needs to be buttressed by a promise of outside funding to counter the jumpiness in the markets, which have pushed interest rates on Irish bonds to record highs. “There is a risk of a self-fulfilling prophecy,” a European diplomat said, speaking on the condition of anonymity because he was not authorized to discuss the matter publicly. “Even a denial is seen as some sort of affirmation that there is something to deny.”

Dear colleagues and partners,
We, CULTURE GOES EUROPE (CGE) - Soziokulturelle Initiative Erfurt e.V. will organize the project
"EU = You! Citizen´s engagement in the EU after the Treaty of Lisbon"
After the ratification of the Treaty of Lisbon the EU is looking forward. More and more decisions move from a national to a European level. Besides those legal and political changes, it is important to develop a European consciousness in order to live and work in a globalise world and be not only a citizen but an active citizen. Unfortunately, the latest EU election in 2009 did not prove an high identification of many citizens with the EU. The turnout was even slightly lower than in 2004, although there is a compulsory voting in Belgium and Luxembourg. Other European countries are fractionally far away from such consciousness. However, active citizenship is not only important for the people living in the EU, it is also necessary for the EU itself. The EU depends on participation and needs a political and active citizen.
The aims and objectives of the projects are therefore:
- fostering a sense of ownership of the EU among its citizens
- fostering action, debate and reflection related to European citizenship, democracy and values through cooperation within civil society organisations
- bringing Europe closer to its citizens by promoting its achievements
We are looking for participants from selected EU countries to participate in the planned events:
Erfurt (GERMANY): Public conference: "EU=You: Citizens engagement in the EU after the Treaty of Lisbon", 3rd -7th of December 2010
The event takes place two days after the first centenary of the Treaty of Lisbon. The conference supported by decision-makers, experts and the media will not only encourage the participants to think about the corresponding topics, the supreme aim is always to derive improvements for the practice of realising citizens participation projects in the sense of the "Citizens" programme of the European Commission. In additon the conference will also support the buiding of bridges between the participants and encouraging interaction between citizens and civil society organisations.

Dear friends!
TDM 2000, Italy is organizing like every year between the 28th of December and the 4th of January, the International Winter Week.
International Winter Week is an international meeting that has taken place at the end of every year since 2004 in different countries, like Slovakia, Czech Republic, Slovenia, Bulgaria and Poland. Throughout the years we have gathered participants from all over the world!
This time we have chosen Romania! We are putting together different kinds of activities so that our hopefully great number of participants will have a wonderful week. We are planning to have a very diversified schedule, that will meet everyone's interests. We will include winter sports as well as visiting some of the most important historical places in Romania. We will be set in Busteni, a town that is part of the most famous chain of mountain resorts in Romania. The Bran Castle, and the beautiful citadel of Brasov are also easily reachable form Busteni.
Fun, snow, nature and culture as well as the international atmosphere and the opportunity to get in contact with so many different cultures are the elements that make International Winter Week an incredible unforgettable experience. The guests that come every year are a proof of this!
