No, the USA has been building a rapid response team inside a mountain in Norway for some time, that is on the record and in the public domain (for those of us who follow such things rather than having uniformed opinions). We should see this as just a statement of what is already in place, not something that is a promise for the future- what it lacks is the announcement it is going to be used.

At the moment none of this helps the Ukraine, however after Friday NATO & the EU may well have secured a very strong sanctions against the Russian Federation, it isn’t just NATO who is turning up to the summit, around another 30 countries are as well. It is within the ability of the NATO and the EU to destabilise the Russian Federation through economic sanctions, but it will need other nations on board.
