The US media consistently lies for the government. Reuters continues to report, falsely, that Russia invaded and annexed Crimea. The Washington Post ran an obviously false story planted in the paper by the Obama regime that the massive protests in former Russian territories of Ukraine are "rent-a-mobs" instigated by the Russian government.
Not even Washington's stooges in Kiev believe that. Officials of the Washington-imposed government in Kiev acknowledged the need for some autonomy for the Russian-speaking regions and for a law permitting referendums, but this realistic response to widespread concerns among Ukrainians has apparently been squelched by Washington and its presstitute media.

Why am I not surprised these people won't go home? They don't want democracy or elections, they want Russian annexation. It doesn't matter that they claim to want a referendum, they demanded the Ukrainian government step down and the Rada dissolve (or all pro-Ukraine MPs leave it, which would leave a very small pro-Russian minority).
How can there be fair elections, including a referendum, without a government? Even if the Rada appointed a new provisional government, it would have the same legal legitimacy as the current one. The gunmen have no electoral status that would grant them authority to negotiate for representation in the national government. So their demands are not just unreasonable but also wholly impossible to meet. But I think they may know that, they just want an excuse to stay put.
It's hard to say if the Kremlin is pulling their strings. I think it's more that Putin can't put the genie back in the bottle. Russian officers/troops helped the gunmen at the start, possibly whipping them up too. Now like any group of thugs they feel powerful with guns in their hands and don't want to go back to being ordinary joes. But Putin can still pressure them to give up by withdrawing his ridiculous assertion he can intervene in any country with Russian speakers and showing that he will not take any part in the breakup of Ukraine. He can't have his cake (saying he has the right to intervene) and eat it (that Ukrainians need to be able to resolve their differences).

The Ukrainian authorities are taking steps to ensure that IF the gunmen don't give up, they have the option of going after them. Withdrawing from the region without any assurances as to what these armed thugs are going to do next would be stupid, because it would hand the initiative back to them.
If they want to negotiate an exit, they've been promised they can go. But they are currently saying that they will not leave. Ukraine is not backtracking on its promises, because it still maintains the gunmen can go if they disarm and stop occupying the buildings. It's up to those men to surrender and go back to their normal lives.
